“Does Trade Liberalization Promote or Undermine Environmental Protection Policy?"
This lecture examines two opposing arguments. One holds that trade liberalisation (globalisation) undermines environmental protection policy. The other holds that trade liberalisation is conducive to environmental protection policy. Many political leaders of the Global South in fact oppose linkages between trade liberalisation and environmental protection, which try to reconcile the two policy agendas. Bernauer’s research group field-tested a combination of surveys and conjoint experiments in Costa Rica, Nicaragua, and Vietnam to examine whether citizens in developing countries share this position. The results show that citizens in those countries do not view economic integration and environmental protection as a trade-off. To the contrary, individuals with greener preferences are more supportive of trade liberalization. Furthermore, and in contrast to prevailing government rhetoric, the majority of citizens support environmental clauses in trade agreements. These findings suggest that there might be room for more ambitious efforts to include environmental standards in international trade agreements.

Professor Thomas Bernauer, Swiss Federal Institute of Technology (ETH Zurich).
Thomas Bernauer is a professor of political science at ETH Zurich. He and his research group are based at the Center for Comparative and International Studies (CIS; www.cis.ethz.ch), a joint institution of ETH Zurich and the University of Zurich, and at ETH Zurich’s Institute of Science, Technology and Policy (ISTP, www.istp.ethz.ch). Thomas Bernauer obtained his PhD from the University of Zurich in 1992. In 1988-92 he was a researcher at the United Nations Institute for Disarmament Research in Geneva, in 1992-94 a postdoctoral researcher at Harvard University, and in 1994-95 a senior lecturer at the University of Zurich. In 1995 he was appointed assistant professor at ETH Zurich, in 1999 associate professor, and in 2004 full professor. In 2004-2006 Thomas Bernauer was dean of ETH Zurich’s department of social sciences and humanities, and in 2005-2009 director of the Center for Comparative and International Studies. From 2004 to 2012 he was a member of the Swiss National Science Foundation’s research council. In 2011-2012 he was President of Division IV (national research programs, national centers of excellence) of the Science Foundation’s research council. Since 2015 he is the director of ETH’s Institute of Science, Technology and Policy, ISTP.
In his research and teaching Thomas Bernauer focuses on international environmental and economic issues. He is the author or co-author of ten books and more than 100 journal articles and book chapters. His publications have appeared with publishers such as Princeton University Press as well as in political science, economics, and interdisciplinary environmental journals, for example International Organization, British Journal of Political Science, European Journal of Political Research, Journal of Peace Research, European Union Politics, Global Environmental Politics, Ecological Economics, World Development, Political Geography, Nature Climate Change, Global Environmental Change, and Water Resources Research.
