João is currently a Counsellor at the Trade and Investment unit of the Delegation of the European Union to China and Mongolia. Living in China since 2009, he is responsible for managing various EU-China policy files including Trade negotiations (Multilateral, Plurilateral and bilateral agreements including Chinas Free Trade Agreements), Trade Defence Instruments (anti-dumping, anti-subsidy and safeguards), as well as transversal issues related to the World Trade Organisation (Dispute settlement body, Trade policy reviews, etc.).
He has also been responsible for EU-China cooperation on Industrial policy and regulatory issues, covering various industrial sectors including Automotive, Steel, Shipbuilding, Machinery, and Raw materials, as well as standards and conformity assessment.
Born in Lisbon (Portugal) in 1962, is married and has two children. Fluent in English, Portuguese, Italian and French. Basic knowledge of Mandarin and Dutch. He lived most of his childhood in the Republic of South Africa. Studied Electronics and Systems Engineering in the Technical University of Lisbon. Has a Master in Business Administration and a Master in International Politics by the Université Libre de Bruxelles. Before joining the European Commission, he worked in the private insurance sector in Portugal, and later founded a company developing Corporate Information systems. In 1990 he started working for the European Commission Directorate General for Research and Development at the Joint Research Centre in Italy, and in 1994 moved to Belgium where he worked in the Directorate General for Trade dealing with Trade Defence Instruments.
In 2001 he moved to the Directorate general for Employment and Social Affairs covering cohesion policy and the Lisbon Strategy for growth and Jobs. As from 2006 he was responsible for the employment and social affairs dimension of the EU bilateral cooperation with China, the USA, and Canada. He also covered the multilateral cooperation within the United Nations framework, on all issues related to the Social Dimension of Globalization and the Decent work Agenda.
As from 2008 he was head of the section responsible for coordinating the European vocational training policy (Copenhagen process) in the Directorate general for Education and culture.
